BEIJING, Sept. 8 (Xinhua) -- A draft revision to China's Prison Law was on Monday submitted to the 17th session of the Standing Committee of the 14th National People's Congress (NPC) for its second reading.
The draft introduces provisions concerning foreign inmates, stipulating that their lawful rights and interests be protected and that they receive fair and just treatment during the execution of their sentences.
Visits for foreign inmates should be handled in line with relevant regulations, while prisoner transfers must be carried out in accordance with laws -- such as the Law on International Judicial Assistance in Criminal Matters, per the draft.
It also refines regulations on the conduct of prison police, adding provisions to prohibit the misuse of police equipment and weapons, as well as the unauthorized disclosure of work-related information.
Additional articles stipulate pre-release education for inmates, requiring prisons to provide a period of education before sentence completion or parole, to help consolidate outcomes of education and reform -- and facilitate their reintegration into society.
The draft also specifies the sealing of criminal records for juvenile offenders.
China's current Prison Law was enacted in 1994. In April 2025, the draft revision to the Prison Law underwent its first reading at the 15th session of the NPC Standing Committee. ■
